What code changes would I need to make to enable direct reads from S3?

I would like to add to GATK the ability to read/ write from and to S3 directly. Where in GATK and/ or HTSJDK would I need to contribute these additions? Alternatively, is it better to do this via plugin modules and if so is there documentation on how to do this?

If this is not the correct forum, is there a GATK developer forum?
